Clearly, neither statement alone is sufficient to determine the value of x.
One way to combine the two statements is to test TWO SETS OF ANGLES that satisfy the constraints in the problem and the rules of geometry.

If the value of x is the SAME in each case, the two statements combined are SUFFICIENT.
If the value of x is NOT the same in each case, the two statements combined are INSUFFICIENT.

In the figure above are two sets of angles that satisfy the constraints in the problem and the rules of geometry.
In each case, x=45.
Since the value of x is THE SAME in each case, the two statements combined are SUFFICIENT.

The correct answer is C.
