IMO A

it is not known yet the deadly disease can be trasnmitted from one animal to another. SO destroying the animal will not eradicate the disease.

in the argument it is stated that It is not known whether... to another at all stages of the infection
The more you suffer before the test, the less you will do so in the test! :)

First chose C (coz timer clocked over 2 min)and then realized it is A

A-disease may be present in those who have not shown symptoms so one will never know at once who are all the animals infected with disease
B- treats all the cattle, so possible
C- though we do not know if the cattle,where we think disease is not spread, is actually free of diseas but this action will certainly help as it will remove all the cattle in infected area.
D- all treated, so possible
E- destroyed any infected animal, so all infected animal are dead.
