I think its E. The traveler chooses Air Dacentaria as he/she thinks that it is "safer". Safer becoz the frequence and severity of accidents in Southern Airways is worse. If it were that the proportion of flights that have accidents is same, then both flights are equally good (equally bad rather ). So it attacks the assumption directly

You can the statements as "if true."
B would most weaken this statement since the Southern Airways has more dangerous landing/take off place. Therefore more accidents.
