IMO:B But it is the best amongst the worst.

I think its E. The traveler chooses Air Dacentaria as he/she thinks that it is "safer". Safer becoz the frequence and severity of accidents in Southern Airways is worse. If it were that the proportion of flights that have accidents is same, then both flights are equally good (equally bad rather ). So it attacks the assumption directly

B should be the answer coz it clearly states a reason that on his travel it does not matter which flight is safer coz B says that except this route, the other routes use dangerous station.. so there is no reason that passenger should pay more for safety since both are safe for this route..

You can the statements as "if true."

B would most weaken this statement since the Southern Airways has more dangerous landing/take off place. Therefore more accidents.
