Because of recent seismic activity all along the Bleisner fault in the northern Pacific, environmental groups are concerned by offshore oil drilling and mineral exploration taking place in the immediate vicinity might exacerbate an already volatile situation.

A) environmental groups are concerned by offshore oil drilling and mineral exploration taking place

B) environmental groups are concerned that offshore oil drilling and mineral exploration taking place

C) a concern by environmental groups is that the offshore oil drilling and mineral exploring taking place

D) a concern of the environmental groups is the offshore oil drilling and mineral exploring taking place

E) environmental groups are concerned by the offshore oil drilling and mineral exploring taking place

There is a verb 'might exacerbate' in non-underlined part of the sentence but that is not connected with a other verbal 'is' in the sentence properly. Drop A, D and E. Ideally we require another clause or some other connector that connects the 2 verbs properly - this is done in B & C only

B vs C

C - emphasis in on concern not on environmental groups because of passive structure. Secondly, it uses 'the offshore..' not present in the original sentence.

This is a good explanation. Further, since we don't actually have a subject for "might exacerbate" in the non-underlined part and we know we have environmental groups concerned, we can predict that they'll be concerned something "might exacerbate."
