The answer should be C.
Condition given in Ques: Statement I j-m<=80
1st cond: Statement II j=160
Solving I & II for m ie. m>=80 Statement III
2nd cond: Statement IV m+j<=240
Solving I & III gives j<=160 and not the value of m. So, the answer is not A or B.
Solving II & IV gives m<=80 Statement V
So, Statement V & Statement III can only be true when m=80. So, j=160.
Answer is then "C".

Statement I: Only tells us June's $160 electricity bill but not May's.
Statement II: Tells us the collective bill of May and June did not exceed $240, but doesn't tell us what is exactly May's bill. May's bill could've been as little as $1 or as much as $80.
