Carved at least as early as the Aechemenid dynasty (530-330 B.C.), the annals of Nabonidus is the earliest known account of the Median Empire, more than a century older than a similar account written by Herodotus, it is the only chronology found so far that predates the ascension of Cyrus II to the throne.

The annals of Nabonidus is singular and hence uses a singular verb IS, while annals alone would use a plural verb!

I am myself confused on why singular verb is has been used because annals of x is neither a clause..........waiting for experts comments on the same

Even if we have a doubt whether annals is plural/singular, we can scan through other answer choices to see whether a plural verb has been used. If there is no such usage, you can assume the usage of is is alright)

As I explained above "annals" is A chronological account of events in successive years(definition from Wordweb. You can think of it as a series of Harry Potter novels), and hence, singular. Even if you doubt whether annals is plural/singular, you can scan through other answer choices to see whether a plural verb has been used. If there is no such usage, you can assume that the usage of is is alright.
