"doubted that" vs "doubted whether"

hello!
Could someone explain what's the correct answer and why pleas?

During the Renaissance, scholars were uncertain as to the location of Troy, and by the eighteenth century many historians doubted that Troy had ever existed.
A) doubted that Troy had ever existed.
B) doubted whether Troy had ever existed.

answer: A

doubt is a question so is whether , therefore it becomes redundand.

the correct usage here would be doubted that

according to me, the sentence is saying that scientists of 18th century had a doubt whether there was a place called Troy. So I will go for B.
Correct me If I am wrong
