1. Orange will rot so not favorable
2. Consumers obsessed with packaging will not buy then when wrapper removed
3. This wrapping cost reduces profit

can someone please explain why not 3 ? i thought that option 4 would be right if the question were an assumption question . . So i had 3 as my answer

If the company does not wrap each orange in tissue paper, it will save cost. => This is obvious. But, reducing in cost does not ensure that the company can get more profit. What if its revenue reduces too?
So 3 repeats what is assumed in the premise: stop wrapping --> reduce cost.
3 just give out a specific amount of cost that will be saved : more than one million dollars each year
In order to strengthen a sentence, you need something other than those stated in the premise.
4 does. As we all know that the stop of wrapping will reduce cost, then if the revenue ( or you can say: Consumers will continue to buy mandarin oranges that are not wrapped in tissue paper ) remains unchanged, the profit will rise.
IMO if this question were an assumption one, the author would assume that " the wrapping paper has no or few effects in preserving/protecting oranges".
