Congress is debating a bill requiring certain employers provide workers with unpaid leave so as to care for sick or newborn children.

(A) provide workers with unpaid leave so as to
(B) to provide workers with unpaid leave so as to
(C) provide workers with unpaid leave in order that they
(D) to provide workers with unpaid leave so that they can
(E) provide workers with unpaid leave and

What to consider to resolve between B and D (the OA).

I will go for D. Because SO ... AS is unidiomatic whereas SO ... THAT is idiomatic in this context. Are u clear what I wish to say ...

the idiom rule of require x to y clears out a b and c. but b has so as to which is horrible in coparison to D.
