Both X & Y are Simple Gerund Constructs
According to rule, simple gerunds should be parallel.

In the above construct, the underlined parts is showing contrast.. the later italic part is merely adding more info.. don't try to make it parallel.. what we must take care is that contrast part is parallel.
For example:
While Tom studied for 3 months for GMAT, he couldn't do well, and he is now thinking for another try.

Correct: John DROVE to the store TO BUY milk.
WHY did John DRIVE to the store?

TO DECREASE the incentive for pirating.

Other suggest REDUCING software prices TO DECREASE the incentive for pirating.
