Astronomer's Scale

Dear Friends,

I was having problems in answering the following question.

Responding to the public's fascination with-and sometimes undue alarm overpossible
threats from asteroids, a scale developed by astronomers rates the likelihood
that a particular asteroid or comet may
collide with Earth.

Liklihood and may ... redundant.. E is out

C looks more happy for me.

A scale can't respond to public's fascination so A/B are out.
First take: 640 (50M, 27V) - RC needs 300% improvement
Second take: coming soon..

In this, may and likelihood should be redundant.

I think the answer is D. Heres my explanation..

A. Passive.. Also may and likelihood show redundancy
B. Passive
C. will be to.... awkward
D. Active. No redundancy. Correct
E. likelihood.. may.. redundant

I think there is some problem with the OA. It should be D. If the OA is C, then the source of the question is an important question....

Could any of the experts please intervene...

I think 'will do sth' represent sth happen in the future, so do 'be to do sth' (such as: I am to take the GMAT = I am going to take the GMAT). So we can't use 'will be to do sth', it'llmake this clause redundant.
Am I right ?
