Antismoking program

Dear Friends,

I was having problems in answering the following question.

A decade after initiating the nation's most comprehensive and aggressive antismoking program, per capita consumption of cigarettes in California declined from over 125 packs annually per person to about 60, a drop more than twice as great as in the nation as a whole.

(A) per capita consumption of cigarettes in California declined from over 125 packs annually per person to about 60, a drop more than twice as great as
(B) annual per capita consumption of cigarettes in California declined from over 125 packs to about 60, more than twice as great as that
(C) California's annual per capita consumption of cigarettes declined from over 125 packs per person to about 60,more than twice as great as the drop
(D) California has seen per capita consumption of cigarettes decline from over 125 packs annually to about 60, a drop more than twice as great as that
(E) California has seen annual per capita consumption of cigarettes decline from over 125 packs per person to about 60, more than twice as great as that


Please help.

California state did it, so A B C are all out.

Between D and E. The comparison is not proper - What is more than what ? It seems to refer to the number of packets which is not right. D does that more clearly.

IMO D.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Error: misplaced modifier

the modifier: A decade after initiating the nation's most comprehensive and aggressive antismoking program,

should be placed next to the noun "California" hence A,B and C are out.

between D and E: D clearly states that the decline from 125-60 is, a drop more than twice as great as that - Correct comparison as pointed out by Sam

Initial modifier we need 'CALIFORNIA' as the subject. Drop A/B/C

E - 3 key problems
(1) ANNUAL PER CAPITAL...PACKS PER PERSON - redundancy
(2) what does THAT refer to - no referent
(3) MORE modifies 60 - SAM2304 rightly pointed it

IMO D

Options A, B, and C are using the wrong modifiers. They have misplaced modifiers.

Option E us redundant by using both 'per capita consumption' and 'per person' in the sentence.

Hence option D is the correct answer in here...
