In one state, all cities and most towns have antismoking ordinances. A petition entitled “Petition for Statewide Smoking Restriction” is being circulated to voters by campaign workers who ask only, “Do you want to sign a petition for statewide smoking restriction?” The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public.

A. Health costs associated with smoking cause health insurance premiums to rise for everyone and so affect nonsmokers.

C. The state law would supersede the local antismoking ordinances, which contain stronger bans than the state law does.

I would go with C. Everything else seems a bit irrelevant.

Correct Answer : 'C'

Only C misleads the voters.
A, D and E are irrelevant.
B only says that the there are less places in rural area where ban would be applicabel.
C is correct. C states that the state law will supersede local law. The local law is more strong than the state law. Hence this would milead the voters who think that the proposal will extend the local ordinances to the whole state.

-Good Question must say.
IMO - C as the options (premiums, fire depts, sentiment etc..) look ir-relevant.
Just want an opinion from other folks here reg. the difficulty level of such questions ? I would bracket it under medium to high. Ny thoughts?
