B hands down. Whats the OA?

B talks about right to travel. But the response given was relating to cost. That was the grounds for me to eliminate B.

Why "D" is wrong ? I am unable to understand how "E" is the right answer...
"Native of" is used for a individual while "Native to" is used for a large group
