Which of the following provides the most logical completion of the argument?

A large number of Wempro Corporation's department heads will retire this year. The number of employees with the qualifications now required for promotion to department head equals only half the expected vacancies. @GMATGuruNY Regarding (D), the argument says that only the number of employees with the qualifications now required for promotion to department head equals only HALF the expected vacancies, so what if there were 10 departments heads and 5 available potential candidates and these 5 employees be promoted to take care of 2 departments each? Wouldn't that work? Tks! :)
