Plausible though it sounds, the weakness of the hypothesis is that it does not incorporate all relevant evidence.
The second "it" - lacks a clear referant , in choice A , does it refer to the weakness or the hypothesis..
it does not incorporate all relevant evidence clearly refers to the hypothesis and not to the weakness .. of all other choices only D, presents this noun(hypothesis ) as the main noun.
Hence , IMO D.
