for is used to give reason/example, over here the sentence demands explanation and therefore the usage of for is correct

Because is also use to give reason but the usage of can [present tense] is wrong

Acing this SC in less than 40 secs depends on whether we can decide between can and could.

Because the event already happened in the past, we cannot use can in this context, because the sentence is describing the situation that Americans faced during 1973 recession. Thus, we can get rid of A,C and D straight of the bat.

Left with B and E.

Clearly, as someone mentioned above that that doesn't have a proper referent, we can eliminate B.

E is the winner.
