IMO E.

A and B are wrong. Because, "many people now using.." is wrong. It should be "Many people ARE now using"

C - Ambiguous

D - "With the cost of wireless service plummeting in the last year and WITH mobile Phones becoming increasingly common" - Parallelism; With the cost of .... AND WITH mobile phones...

E is wrong because "while" introduces contrast which is not correct in the context of the sentence.

E is wrong because it is showing contrast with the use of while. There is no contrast in the sentence.

OA given is E

here while is rightly used because of contrast ----> "as costs have plummeted last year but still people made calls on night or weekends when companies provide unlimited airtime for a relatively small monthly fee".

moreover, I think 'are increasingly common' in E is incorrect.The adverb 'increasingly' correctly modifies the verb 'becoming' in D. Please correct me if I'm wrong.
