Between D and E,

E is wordy.

D is parallel and concise.

So, obviously D ! :)

In A & B, "which" incorrectly modifies population instead of remedies - INCORRECT

C - no parallelism - INCORRECT

D - Parallel - establishing, closing, requiring - CORRECT

E - no parallelism - INCORRECT

A, B, and C eliminated bcz of 'which'.
E is wordy.
D is concise and follows the rule of parallelism.
