what percent of y?

If 3 more than 5 times of x is equal to 2 less than 8 times of y, then x is what percent of y?
(1) y is divisible by 5.
(2) x is 2 more than y.

Made Up
5x+3 = 8y-2

(1)
y=0: x=-1
y=5: x=35/5=7 (140%)
y=10: x=75/5=15 (150%)
y=15: x=115/5=23

Different answer each time. Not Sufficient.

(2) x = y+2
plugging:
5y+10+3 = 8y - 2
15=3y
y=5
plugging:
x = 7
ans: 140%

Sufficient.
