Try to show that four of the five options do NOT have to be true.
Ten years ago the number of taxpayers in Green County was slightly greater than the number of registered voters.
Ten years ago: 100 taxpayers, 95 voters, V/T = 95/100 = 95%.
The number of taxpayers has doubled over the last ten years, while the number of registered voters has increased, but at a lower rate than has the number of taxpayers.
Now: 200 taxpayers, 150 voters, V/T = 150/200 = 75/100 = 75%.
In the case above:
A, C and E are not true.
B does not have to true, since it is possible that none of the voters is also a taxpayer.
The correct answer is D.
D: The proportion of registered voters to taxpayers has decreased over the last ten years
In the case above, V/T decreases from 95% to 75%.
