Given that, the only number that does not fall within these ranges is 18

Answer: C

The question is really asking...what number is less than 19 units away from 0.

Only 18 is less than 19 units from 0.

Another way to solve the problem, test every answer. Only one where |A| is not greater than 19 will be |18| since |18|=18<19

Answer choice C.
