Why is A incorrect?

Why is A incorrect?
think of X to be Y construction is incorrect. Idiom "think of X as Y " is correct.
Also In option A, 'them' and 'they' are ambiguous since these terms could refer to both consumers and household cleaning products.

The idioms are:

active -- think of X as Y
passive -- X is/are thought to be Y
