C is the answer.

"Unlike Franklin .........., Roosevelt" is the right modifier

Need "unlike Franklin ... Ronald proposed" for proper comparison.

B is incorrect as it compares "Franklin and his bootstrap program" to
"Ronald". same case with E.

C is the only option that provides correct comparison

I agree it is C. Franklin and his bootstrap methos would imply both franlin and the method were involved.

Original sentence wrongly compares Franklin's bootstrap program to Ronald...Hence eliminate A....B is wrong since it compares Franklin and his bootstrap program with Ronald (you can't compare apples and tomatoes)...D also violates parallelism....E suffers from the same shortcoming as B....Hence C

C it is
I had got the ans wrong B
The comparison is between Franklin and Ronald
B is wrong since it combines two things and makes it the subject which is not parallel to he second part

Thanks
