I am really confuse here. Can any expert help me to clarify this?

The hundredths digits of the numbers are highlighted in blue.
a = 1,743.152
b = 2,621.073
c = 3,280.795
d = 1,406.927
We see that the hundredths digit of b and c are greater than 6. No unique value of x. Insufficient.
(2) The thousandths digit of x is less than 4.
The thousandths digits of the numbers are highlighted in blue.
a = 1,743.152
b = 2,621.073
c = 3,280.795
d = 1,406.927
We see that the thousandths digit of a and b are less than 4. No unique value of x. Insufficient.
(1) and (2) together
Together we get that x = b = 2,621.073. Sufficient.
The correct answer: C
