(D) from highly paid professionals, whose placement makes higher profits for the agencies and whose requests.

(E) from the higher profits made in placing highly paid professionals, requests for whom

You need a "from" for parallelism. Discard A and B.

Also you need something parallel to "increasing demand for clerical
workers". So, discard D.

C incorrectly says that agencies benefit from the requests for
highly paid professionals and also has an awkward construction for
the remainder of the sentence

E has good parallelism and uses correct form "whom"

I think the answre should be E...since thats the only construction which maintains parallellism...

from the increasing demand....from the higher profits made
