The main difference between answers A & D are these two phrases:
A: all parents who have post-pubescent children
D: parents with post-pubescent children
While there isn't anything technically wrong with either option, option A is the stronger answer. It uses parallel language to the earlier half of the sentence, which is easier to read and more impactful. Since the sentence refers to "all sexually active teenagers," it is best to parallel that later when you say "all parents." If you want ALL teenagers to be informed, it only makes sense that ALL parents participate!
