IMO C

awareness about is correct

awareness of can mean ..awareness of a particular thing...
eg : awareness of people...

but here awareness is used for awareness about.....

has increased awareness about pending environmental legislation

...subject is the singular "lobbying effort". So,plural verb "have" is incorrect.

awareness about - to raise information about something
e.g. raise awareness about safety issues on roads in India

awareness of - for putting knowledge about something
The students have little awareness of regulations

So choice D is correct
