Since creation of a non-government organisation is the last part of the strategy suggested by the National Academy, we need to mention the word and....Hence eliminate choice A,B&C....Moreover these choices violate parallelism...Amongst D&E I would root for E

Option A.
analysis of each clause. 'urge, institute and create. The awkward use of 'creating' instead of 'create' makes this option incorrect.
Option B. This option suffers the same fate as option A Therefore incorrect.
option c This option as well suffers what A and B suffers and it is incorrect. ' for taking' this clause also makes the option incorrect.
Option D is quite different from the above three options and this option is similar to option E below.
But which one do we choose?
'for taking' does not follow perfect parallelism with the sentence.
Thus this option is incorrect.
Option E. This is the correct option. This option follows good parallelism and correct tenses.
