This being more of a direct speech makes it the right answer. It is being stated that they denounce the big government by saying the government is doing too much have become too powerful. This, however, means even as they are doing too much, they remain powerful at it and at the same time show support to the government. Be that as it may, the underlined is more detailed with adverbial clause properly placed, and thus making it more accurate.

Looking at the introduction of hyphen in the sentence. The hyphen is a punctuation mark used to join words and to separate syllables of a single word. The most popular use of a hyphen is to join two compound adjectives. Whereas the words in the sentence doesn't portray such.

OPTION C - INCORRECT
Having some similarities with option would have justified this option, buy "say" as an interactive verb that bridges most noun wasn't descriptive enough to bridge the adverbial clause as seen in the underlined.
