For the benefit of others, here is the question

If x and y are integers, what is the value of (3^(4y-x))/(81^(x+y))?
(3^(4y-x))/(81^(x+y))
= (3^(4y-x))/(3^(4x+4y))
= (3^(4y-x-4x-4y))
= 3^(-5x)
The question can be rephrased to If x and y are integers, what is the value of 3^(-5x)?
1) y = x/4
Since we don't know the value of y or x, statement 1 is insufficient to answer the question.
2) x = 4
Since we know the value of x, statement 2 is sufficient to answer the question.
