What digit appears most of the time between the numbers 1 and 1,000 (inclusive)?
(A) 0
(B) 1
(C) 2
(D) 3
(E) 4

It should be '1'.

As we can see that 1-1000, inclusive contain all 1 digit, 2 digit & 3 digit nos. plus single 4 digit no. 1000.
The answer will be either '1' or '0'. For 1 digit, 2 digit & 3 digit nos., Digits 1-9 have equal chances of occurrence. There is extra '1' in 1000. Lets analyse '0'.

Any 1 digit, 2 digit & 3 digit no. cannot begin with '0' so '0's occurrence is far less vis-a-vis '1-9' digits. Even if we consider 3 '0s' in 1000, it will be too less. So answer is B.
