If you were able to narrow the answer choices down to A and C you can try the negation technique.
A) A nation that DOES lend to any other nation CAN be a world leader
C) A nation that has the terms of its dealings with another action set by that nation CAN be a world leader
As you will see, answer choice A does not destroy the conclusion when negated while answer choice C does. Therefore, answer choice C is the correct answer.
