Between B & D which is proper and why?pls Explain
For me it's between A and E!

I will go with E as it looks more concise.

(A) economics, which for four decades was (ambiguous reference to subject)
(B) economics that was to be (distorts meaning as "four decades" is omitted)
(C) economics, one which has, for four decades, been ("..has..been.." incorrectly signifies that it is an ongoing activity)
(D) economics is one that for four decades has been (same as C)
(E) economics, for four decades, is one that was (IMO the correct choice)

forgot to give my pick, which is D.
given the time period provided "for four decades", and no indication that this period stopped anytime in the past, it seems the time period lasts from four decaudes ago up to now. So I'd go with perfect tense has been
