Answer seems to be option B.
It looks parallel in construction on both sided of "and"
Also the correct subject "speed limit" immediately follows the subordinate clause.

Even I believe speed limit should be subject which is opposed by x and supported by y.
I feel answer is B.

Confusion regarding the subject

Ok...i initially thought it to be D. But after another viewing I am now confused about the meaning. What do the opponents feel is ineffective and meddlesome ? The fight or the speed limit itself ? So I am going to go with the fact that the subject here is the speed limit itself. In that case the choice is between B & E. And I would go for E because to me B sounds lengthy.
If however the subject is the fight then i revert back to my original answer i.e. D
