The best option is 'E', as other options had not too good grammatical structures, and the tenses are not consistent.

E it is!

Took a good 5 minutes on this one. The speed limit being the measure regarded by opponents... would have missed it under timed conditions.

OA is B

What is regarded as X and Y?
Speed limit.

Hence I think speed limit should be modified.

I dont understand, how 'measure' is an appositive for 'speedlimit'

One Better way to resolve the conflict of answer choice is, take the whole subordinate clause/modifiers out.. and see if the sentence makes any sense!

The fight for the speed limit....continues.

This is the best fit! Smile

In my view the answer should be D
1. As modifier rule, verb-ed modifier modifies the nearest noun not the subject of the clause. So in choice D, regarded by ....... is modifying speed limit.
@. In choice E, though this choice looks more cleared by the addition of word Measure. But i feel there is no need to add measure.

Can someone pl clarify if i am wrong.

Thanks
Ashu

I think it's A because the clause "regarded by....on our freeway" clearly modifies the fight, not the speed limit

What is the correct solution?

My answer is :

C. Regarded by opponents as ineffective meddling and by supporters as the conservation of life and energy, the speed limit continues to be fought over in our legislatures and on our freeways.
