I have read that so X that Y/ so X as to Y are correct constructions!
But the following example keeps so x, which is followed by nothing else. Is the construction correct?Am I missing something?

In the example you have posted, "So" is used to just show extremes of the adjective polluted.
For example, The pudding is so sweet.
Also the I would pick E as the correct answer
