proton-induced x-ray emission' seems to refer to air pollutants, whereas should refer to technique ..misplaced modifier

The opening modifying statement rightly modifies the "technique" and again the "which.... " rightly qualifies the technique.
Moreover, in C "A technique originally developed for detecting air pollutants" before the comma seems to modify "called" rather than the technique.
