The answer is A, but this one is tricky if you're looking for parallelism, because none of the answers seem to be completely parallel. A is actually the parallel answer. In order to get this, you have to recognize that in the phrase 'increasing tuition costs', "increasing" is not a present tense verb, but a adjective describing costs.
