    My choice is :

    B) to monitor population changes of as many, or

    Uses x to y

    C) to monitor changes in the populations of - changes the meaning. It implies more than 250.

    But the original sentence implies - 250 0r more.

    D has "populations" of. Is it correct? I am not sure. What is the source.
