Q39: I'm not so sure about my reasoning, but the subject of the main sentence on C "the deer population in New Jersey" is more directly related to the opening phrase "With no natural predator..."

Q15: "constellation" is the subject. Usually, when you have a "noun + of ...." structure, the main subject is the first noun.

Q39.
C is the correct answer for two reasons:
1) It's "neighborhoods where", not "neighborhoods that".
2) B is not a good choice because it is passive, whereas C corrects that by making the subject of the secondary part of the sentence 'the deer population' which turns the sentence active. Me4mba was right about that.

Q19.

The subject of the sentence is constellation. Islands can't be the subj because it is located inside of a preposition, which makes it an object of the preposition. me4mba was right about that too.
