Answer should be 20 mins

Note start point for both is the same

Cyclist travelled 5/3 miles in 5 mins (S =D/T)
Hiker travelled 1/3 miles in the same 5 mins

Now hiker needs to walk (5/3) - (1/3) miles more to meet the cyclist

Using same formula S=D/t or T = S/D

ans is 20

S= Speed or rate
D = Distance
T = Time
