IMO : A

talking about something happened in between 1876 and 1904 ---> simple past

only A is using Simple PAST.

Why can't it be "B"?

B. Concerns about public health have led to the construction of three separate sewer systems between 1876 and 1904 to serve

Subject is concerns (which is plural).
Verb is "have" (which is also plural).

B also sounds natural to me as well. I would normally put the prepositional phrase before the connecting phrase.

Present Perfect: Used with "has" or "have" the present perfect tense describes an action that occurred at an indefinite time in the past or that began in the past and continues into the present


This would be one reason to avoid B.

IMO: B

construction of three sewer systems is correct
construction between....is incorrect


The sentence should have been : construction,between 1876 and 1904,of three sewer systems

what's the OA
