    we need TWO KEY ELEMENTS of PRESIDENT in PARALLEL - ie JOINING and CONTINUING

    (A) - SHOULD JOIN....CONTINUING; (D) JOINING...CONTINUE; (E) - TO JOIN...CONTINUING; drop A/D/E

    C - Ambiguity in meaning; we cannot say from this sentence whether PRESIDENT contincing her neighbors to join the force or SHE was convincing her neighbors about SHE (HER COUNTRY) joining the force. Furthermore, President want to suggest a preference to her neighbors (this is shown by the using RATHER THAN), NOT COOMPLETE SUBSTITUTION as INSTEAD OF suggests

    (A)"that" is missing and "continuing to be victimized" is missing a subject in proper diction- INCORRECT
    (B)"that" is there and the last part: "continue to be victimized" is parallel to "join forces to prevent"--[color=green]CORRECT[/color]
    (C), (D) and (E) are all INCORRECT because of the explanation described in (A) and (B)

    OA is (B)
