Ans:(D)

(B)(C)are wrong. The subject should be Eleanor Roosevelt.
But why are (A)(E) wrong?

A is wrong because the use of had been in unnecessary and wordy.
E is wrong because of the same reson- wordy.The snetence needs to be precise and clear.
