I think the correct answer here is C.

The paragraph says that the Credit Bureaus provide the information about customers' financial data and bank decide to give loans to the curtomers on the basis of the data provided.

So in this paragraph, the author assumes that the Banks do not perform any verification or background checks on their own and assume that the data provided by the beureaus is accurate.

Please correct me if I am wrong!

A, D, E are out of scope

B: says '....no factual infromation for'. Lookout for trigger words like no, always, only, never, all etc. Such option on CR questions are almost always wrong. On another note, if you read the argument you will find that author said 'business will be able to make better decision' never mentioned anything about factual information.
