B - incorrect tense
C - second part of sentence is awkward
D - incorrect tense
E - 1% percent of the time or 1% of the Americans?

This the correct answer because of the construction and parallelism

Option B
This option does not have a good tense connection and the sentence is not properly given in a reported speech.
Thus incorrect Option

Option C.
There's also the problem of tense in this option. It should be 'had' over 'have'

Option D.
'by the six percent born since 1955' this is an awkward construction that does not have a meaning.
Thus, this option is incorrect.

Option E.
'one percent of the time' this does not explain the writer's mind thus, this is a wrong construction.
