D is correct

" add to the strain on the country’s debt-ridden economy"

is consequencese of the first clause and can not be considered a parallel structure.

the whole key is.........

what is the subject for " adding to ..........economy"?

One more questions...

When using "estimate", are we supposed to use "it is estimated" instead of "something is estimated" in GMAT??

E is wrong -- as having is faulty
D is the best choice amongst the selection...it maintains the correct flow
