How to come up with the correct Option? What Option used the right modifiers?

Hello!

When you're dealing with modifiers, it's best to start by finding the modifier. In this case, it's the phrase "designed to attract maximum attention."

Next, figure out what that phrase is referring to - what is designed to attract maximum attention? In this case, it's referring to the "cutting edge billboards."

Once you've figured this out, find the answer that puts these two phrases next to each other. C is the only answer that has the modifier next to what it's referring to, while still being a complete sentence. Here's the problem with the other options:

A places the modifier next to "billboard advertisers," which makes it sound like the advertisers themselves were designed to attract maximum attention. While that's not impossible, it's unlikely that's what the writer meant.

B and D both change the modifier completely, which makes them either confusing or make no sense.

E does have them together, but it's a sentence fragment.
