The use of HE is not right in option C. Martin Luther King Jr. is the subject of the verb WON, and the sentence tells us that he won two things: the Nobel Peace Prize and the Presidential Medal of Freedom. If HE WON is introduced before the second of those awards, the sentence seems to want then to refer to somebody other than Martin Luther King Jr, thus confusing the meaning, since there is nobody else. There is therefore no need for HE (nor is there any for the second WON), and its presence is problematic, so you could discard the option on this basis.

I agree that the use of HE in option C is not correct. It is a common trick on the GMAT to repeat the subject unnecessarily. This also fits in with the general advice that the shorter, simpler option is often the best option. Options that contain unnecessary words can often be eliminated on this basis. For example, note the "as well as" in E. This is longer than "and" in C, the correct option.
